I don't know, the Memorare is just a prayer written by St Bernard. I don't see the harm in making a version for St Joseph. It's not like it's the same either?
This is one of the most helpful discussions of St. Joseph I have encountered. The inferences about his wise action and exercise of judgment as the head of the family seem entirely warranted and reasonable. When the supernatural intervenes in his dreams, he responds by doing God's will, thereby revealing his character.
By the same token, our Blessed Mother speaks comparatively seldom in the Gospels and only at the most pivotal moments. Even at the foot of the Cross, she is a silent presence along with St. John, and we are only given the words of Jesus addressed to her.
